Elizabeth Bartholomew – Partner & Regulatory/Strategy Lead

Elizabeth “Beth” Bartholomew has worked with hundreds of public and private sector organizations to achieve significant, measurable, strategic, and operational improvements. She is an innovator with a recognized track record of implementing ground-breaking, enterprise-wide initiatives that entail the establishment of new governance structures, practices, policies and measures. Beth leads Davies Consulting’s Strategy & Regulatory line of business.

For nearly 30 years, Beth has been a trusted adviser to public and private sector executives, providing strategic and communications planning, organization transformation, program management, and process improvement services.  She has supported federal government planning and implementation of a variety of cross-agency initiatives, including optimizing the sourcing of common information technology systems, drafting national emergency communications plans, and development of first responder communication protocols and standards.   In addition, Beth has lead numerous, private sector consulting engagements including strategic planning, enterprise business process transformation, and breakthrough improvement projects for utilities.  Her recent work has focused on utility emergency planning, grid modernization, and regulatory processes.

Beth holds a Bachelor of Arts degree from Georgetown University and a Master of Business Administration from The Darden School, University of Virginia.

Brooke Davies – Managing Partner & Chief Legal Officer

Brooke Davies has more than 15 years of experience related to emergency planning, preparedness, and response, operational improvements, decision support tools, strategic planning, and change management.   For 20 years, Brooke has also served as a first responder (Master Firefighter, Emergency Medical Technician, Confined Space Rescuer, and Hazardous Materials Responder) and is currently President of a fire/rescue department in suburban Washington, D.C.

Most recently, she has led efforts to:

  • analyze performance following a major event;
  • review existing emergency response plans and processes;
  • support utility cost recovery efforts related to emergency response and restoration;
  • develop recommendations for plan improvements;
  • create new emergency response plans;
  • develop incident response processes; and
  • assist with change management during  implementation of new or modified emergency response plans.

Brooke is certified by the Federal Emergency Management Agency on the National Incident Management System and Incident Command System. Prior to joining Davies Consulting, she was an attorney in private practice and served as a Law Clerk in the Circuit Court for Maryland and the Court of Special Appeals for Maryland. Brooke holds a Bachelor of Arts degree from Yale University and a Juris Doctor from American University, and is a member of the Maryland and District of Columbia Bars.

Grant Davies – Founder & Partner

Grant Davies founded Davies Consulting with a commitment to translate improvement strategies into bottom-line results. With more than three decades of experience consulting clients in the energy industry, Grant provides consulting services in strategic planning, operations management and business planning.

He is a thought leader on utility emergency management, risk and asset management, and crisis communications (including cyber security). Also, he has served as an expert witness and lead consultant in many regulatory proceedings, including general rate case, civil litigation and regulatory reviews of risk, asset management, storm response and cost recovery practices.

Prior to forming Davies Consulting, Grant was a partner at Robert H. Shaffer & Associates and a partner at Touche Ross (now Deloitte Touche Tohmatsu), where he led the company’s global telecommunications practice.  In addition to being a Certified Management Consultant and a Certified Public Accountant, he is certified through the Federal Emergency Management Agency’s Emergency Management Institute on the Incident Command System, the National Incident Management System, and the National Response Framework.

Grant received a BSc from Concordia University and an MBA from McGill University.

Miki Deric – Managing Partner

Miki Deric has extensive experience helping clients develop strategic plans, streamline business processes, improve decision making capabilities, improve emergency management practices, and create sustainable organizational change.  He has led the development of Davies Consulting’s utility practice over the last 15 years, working with more than 30 utilities to implement process changes that produced positive results for company bottom lines.

Using a business process approach, Miki helps electric and gas utilities integrate risk management, asset management, and investment strategy. He has extensive knowledge of power delivery business practices, asset management, grid modernization, system resilience, emergency preparedness and strategy, restoration leading practices, and the regulatory review process.  He serves as a member of the Board of Directors for The GridWise Alliance and is certified by the Federal Emergency Management Agency on the National Incident Management System and Incident Command System. .

Miki holds an MBA in International Management from Thunderbird – Graduate School of International Management, and a Bachelor of Science degree in Finance from Northern Arizona University. Mr. Deric has co-authored several industry articles on the Incident Command Structure, system hardening, and storm cost recovery.

Thomas Ryan – Partner & Emergency Management Lead

Tom Ryan has more than 20 years of experience in emergency management strategy and emergency response planning. He leads the firm’s Emergency Management line of business.

Tom is a thought leader in emergency management, delivering expert advice to utilities in the areas of strategic emergency management, operational tactics, program design and implementation, emergency communications, risk management, decision analysis, knowledge management, training, and exercise delivery. His experience in training and exercise includes multi-agency public and private training and exercise programs.

Prior to joining Davies Consulting, Tom was a technical advisor to the U.S. Department of State in the Foreign Service, president of Midland Risiko, Inc., and program manager in the District of Columbia Emergency Management Agency, where he responded to international level events in the Washington, D.C., area and helped develop the city’s emergency response system. His personal experience as a first responder bolsters his knowledge and experience with very practical, hands-on involvement in field operations.

Tom holds a B.A. from Colby College and an M.S. in Engineering Management and System Engineering with a focus on Disaster, Crisis, and Risk Management from George Washington University.  He is certified through the Federal Emergency Management Agency’s Emergency Management Institute on the Incident Command System, the National Incident Management System, and the National Response Framework and is certified by the Maryland Fire and Rescue Institute as an Instructor I.
