Davies Consulting Adds Expertise in Cyber, Risk Management, Gas Utility Business

Chevy Chase, MD, 4/16/2015 – Launching the second quarter of its 25th year, Davies Consulting LLC is pleased to announce the addition of three consultants to its team, deepening the firm’s expertise in key areas and enhancing its offerings for electric and gas utilities.

  •  John Alford joins the Davies Consulting team with federal cyber-security experience. He brings more than a decade of experience in strategic planning, program management, and policy analysis in the homeland security and defense industries. Alford holds a Masters of Public Service & Administration from Texas A&M University and a Bachelor of Arts from East Texas Baptist University. He has led cyber-security capability assessments and enhancement efforts for large government and private sector organizations.
  • Ramsay Sawaya has just completed 24 years of service with Xcel Energy, the last seven years as Director of Risk Analytics. His utility experience adds depth to the firm’s risk management team. In two dozen years as a gas and electric utility engineer and executive, Mr. Sawaya provided strategic leadership, modeling to identify and mitigate operational and financial risks, and risk prioritization to support effective decision making. He has served on the Engineering Department faculties of the University of Nebraska and South Dakota State University, and has been a frequent presenter at utility risk management forums. Mr. Sawaya holds a Master of Electrical Engineering degree from Georgia Tech and an MBA from Regis University.
  • Colin Shay comes to Davies Consulting from the gas utility industry, most recently working as the Director of Sustainability and Business Development for Washington Gas, one of the nation’s fastest growing natural gas utilities. Mr. Shay has extensive experience developing effective energy cost analyses and multi-channel communications initiatives, consensus-building, and implementing new management systems and processes. He conducted policy analyses and implemented solutions to address technical and financial challenges. Mr. Shay holds a Master of Arts in Economics from Virginia Tech and a Bachelor of Sciences in Mineral Economics from Penn State.  He is Six Sigma trained and has served as an expert regulatory witness.
